Another ambedkar statue disfigured in EG

Another statue of BR Ambedkar was attacked and disfigured in east Godavari district, this time at Dowleswaram, near here, on Wednesday night. The miscreants chopped off the face and right hand of the statue� and threw it into a canal of Dowleswaram.
Reacting quickly, the government decided to send a group of ministers on Friday to� Amalapuram and other areas where Ambedkar statues were destroyed. Ministers D Manikya Vara Prasad, C Ramachandraiah, Thota Narasimham, P Viswaroop and� deputy speaker Mallu Bhatti Vikramarka will visit the places in East Godavari to inquire into the� incidents. The latest incident led to protests from Dalit organisations and� political parties across the state on Thursday. A group of people belonging to the SC community conducted� rasta rokos and dharnas. Traffic came to a halt in Dowleswaram and also on the national� highway for a distance of 10 km from the Vemagiri Junction. About 10 vehicles, including RTC buses, were� damaged by the agitators.
Rajahmundry Urban superintendent of police P Umpathi, DSP (south zone)� Raja Gopal, and revenue� divisional officer M Venugopala Reddy rushed to the spot to study the situation. Police� forces were deployed in the area to prevent further trouble.
The Urban SP said special teams were formed to nab those who damaged� the statue. The RDO said the government would take stern action against the� miscreants and urged the public to maintain peace. When contacted, DIG (Eluru Range) G Suryaprakasa Rao said steps were taken to prevent further trouble in Dowleswaram.
On Sunday� night, four statues of Ambedkar were demolished in Amalapuram, which created an uproar across� the state.
A police team, under the supervision of additional DGP Krishnam Raju, is� speeding up the investigation into the Amalapuram incidents. The� investigation is likely to be completed in two days. It is learnt that� police took some suspects into custody for questioning. Additioanal director-general of police Krishnam Raju, IG (Visakha Range) KV Rajendranadh Reddy, East Godavari SP C Trivikrama Varma are still camping in Amalapuram.

Violence erupts in Amalapuram over destruction of Ambedkar statues
Police authorities today clamped section 144 in the Amalapuram town of East Godavari district after two groups clashed over the destruction of the Ambedkar statues.  Groups began fighting each other after two Ambedkar statues were found destructed at two places in the town.
The prohibitory orders will be in force for over a week and more than 1000 police men are keeping vigil for the maintenance of peace in the town. Police have also arranged 10 extra pickets.
People belonging to two sections clashed over the destruction of the statue with both groups hurling stones at each other and soda bottles. Police swung into action and controlled the mobs indulging in violence.
Several streets of the town looked like embattled war zones forcing the revenue administration to rush additional forces and impose restrictions on the movements of the people. SP Trivikram Varma appointed Ramachandrapuram DCP as the special officer to investigate the incident and identify the culprits. Special police teams will assist him in the task. (JUBS)

Protesting against the destruction of Ambedkar statues in Amalapuram in East Godavari district on Monday, Dalit leaders and MLCs organized a demonstration at the Ambedkar statue on Tank Bunk in Hyderabad disrupting the traffic today.
Police arrested YSR Congress MLC Mr Jupudi Prabhakar, revolutionary balladeer Gaddar and educationist Chukka Ramaiah for leading the demonstration and resorting to a sit-in on the road. Earlier, the leaders organized a milky bath on the Ambedkar statue for purification.
Speaking on the occasion, Jupudi Prabhakar asked the congress politicians not to make Ambedkar a scapegoat for its petty power politics in the state. The government should take strong measures to prevent the recurrence of such demolitions and punish the guilty responsible for the destruction of statues in Amalapuram.
“Or else, the government will have to face serious consequences,” he warned. Reports said Dalit leaders had organized protests in several towns across the state today over the Amalapuram incidents. (JUBS)

Child labour: India's shame or Pride

'There is growth in child labour, especially in the informal sector, the household units. The child labour law doesn't cover this sector. We want the household sector to be brought under its ambit,' NCPCR chief Shanta Sinha told IANS in an interview.
The problem of child labour poses a serious challenge to the government. Despite several initiatives, the magnitude of the socio-economic problem has come in the way of its eradication.
Many poor children in India work at the cost of their education, spending their lives in poverty and dejection. But according to NCPCR, most cases go unreported.
Sinha says child labour in any form has to be totally banned as it contradicts the spirit of the Right to Education Act.
'Under the Right to Education Act, no child can be employed anywhere - neither at home, nor at any factory or brick kiln. There has to be a total ban on child labour,' says the Magsaysay award winning activist.
As per 2001 Census figures, there are an estimated 13 million child labourers in the age-group of 5-14 years.
Employers favour child labourers as they come cheap and can be easily coerced to work extra hours. They are in huge demand, specially in the diamond industry, fireworks industry and the domestic sector which includes household units, restaurants, dhabas and brick kilns.
Though the central government has broadened the coverage of child labour laws by banning children's services as domestic workers and as workers in restaurants, dhabas, hotels, yet a lot of children across the country continue to work in such units.
The household units employ a large number of children, but have been exempted from the purview of the law.
When asked about the condition of bonded child labourers, Sinha said: 'I don't have the statistics. Every child who is working is a bonded labourer.'
According to Unicef, 'close to half the children leave school before reaching Grade 8 with higher dropout rates for SC (Scheduled Caste) children (55 out of 100) and the highest for ST (Scheduled Tribe) children (63 out of 100)'.
It also states that children who are out of school are either part of the labour pool or at the risk of child labour, along with trafficking, early marriage and other violations.
Just like the plan for eradication of child labour, the issue of abolition of child marriage by 2010 under the National Plan of Action for Children 2005 has also gone for a toss due to lack of awareness.
Sinha pointed out that lack of schools was the main reason for the failure to abolish child marriage.
On the status of implementing the Right to Education Act, Sinha said: 'The biggest challenge is to get dropouts back to school and give them an age appropriate education which has been mandated by the act.'
The clause of no-detention policy till Class 8 in the act has triggered confusion with states like West Bengal arguing it will impede proper evaluation of students.
But Sinha said: 'It actually puts the onus on the schools to see that there is quality education in schools and they move from one class to another fully equipped with learning.'
She said the policy has been misunderstood by people involved with the education sector. 'It doesn't mean no assessment of the students. It means comprehensive and continuous education,' she added.

Odisha Police arrest 3rd accused in Pipli gang rape case, CM assures stringent action against guilty

Bhubaneswar: The crime branch police today arrested accused number three in the Pipli gang rape case Premananda Nayak from village Orkal near Pipli. This was announced by the Odisha crime branch police.

Crime branch police said that accused number three in the Pipli gang rape case Premananda Nayak from village Orkal near Pipli.  The medical examination of Premananda has been conducted and he would be produced in the court on Wednesday, crime branch police said.

While the key accused in the case, Prashant Pradhan alias Pasei, was arrested on Sunday from Jatni railway station, Gurna Swain alias Kala was nabbed on Monday, and the third accused, Premananda Nayak (22), was arrested on Tuesday. The latter two were nabbed from their hideouts in the vicinity of Pipili.
All the accused have been booked under Sections 341 (wrongful restraint), 307 (attempt to murder), 376 (punishment for rape), 506 (criminal intimidation) and 34 (common intention) of IPC along with Section 3 of SC and ST (Prevention of atrocities) Act.

On the other hand victim’s parents refused to give their consent for shifting their daughter from the Cuttack Hospital to Delhi.
This decision of the victim's parents was given in writing by the victim’s brother to Kakatpur tehsildar Abanikanta Patnaik who came here to meet the girl’s parents. The tehsildar is supposed to file an affidavit in the Orissa High Court on Wednesday stating as to why the parents are refusing to send their daughter to New Delhi.

On the other hand Chief Minister Naveen Pantaik assures stringent action against the guilty in Pipli gang rape case. Patnaik said, he will review the case on Wednesday.

Accused in Odisha gangrape case nabbed

Prasanta Pradhan alias Pasei, the principal accused in the sensational case relating to the gang rape of a Dalit girl at Pipli in Odisha’s coastal Puri district was arrested on Sunday from Jatni—a neighbouring district of Khurda.
He was nabbed by a special team of the crime branch of the state police while reportedly trying to flee from the state.   The crime branch which is probing into the sensitive case which has already triggered a political row in Odisha after the victim’s family named supporters of the state agriculture minister and Pipli BJD MLA Pradip Maharathi as the perpetrators of the crime, and had released Pradhan’s photograph to the press on Saturday.

Police had also released photographs of the other three accused in the case who are still at large.
However, crime branch sources said, efforts are being made to nab the three absconders at the earliest. “We have formed four teams who are currently conducting raids at various places within the state,” a senior crime branch official connected to the investigation told Deccan Herald on Sunday

Pipili gangrape: one more held, HC says no shifting without

consent of parents Bhubaneswar, Jan 16 (PTI) Another accused in the Pipili gangrape case in Odisha was arrested today even as the government's decision to shift her to AIIMS was put on hold as the state high court observed that she can't be taken to Delhi without the consent of her parents. "A police team has arrested one more accused, Guna alias Purnachandra Swain, in the case involving the rape of the Dalit girl," Additional DGP (Crime Branch) Abhay said. Swain was arrested from a village under Pipili police station in Puri district. Prime accused Prashant Pradhan alias Pasei, who was picked up by a special squad from Jatani yesterday, and Swain were being interrogated. The high court reiterated its earlier observation saying if services of any super specialists from outside are required for better treatment of the victim, then these should be made available at the government expenses. Earlier, the girl's father Babuli Behera had rejected the state government's offer of shifting her to AIIMS. "They (government) can bring specialists from outside the state. It is not possible on our part to go Delhi as we are very poor and unable to speak in any other language than Odia," Behera told PTI. The Division Bench of Chief Justice V Gopala Gowda and Justice B N Mohapatra also hearing an intervening petition in the case filed by an activist, advised the petitioner to convince the parents and get their consent for taking the victim to New Delhi for better treatment. "Convince the parents and get their consent to shift the victim to New Delhi," the Chief Justice said, adding that the court doesn't have any problem if the victim is shifted to New Delhi, but it has to be done only after getting the consent of her parents

Odisha gangrape: Minister resigns.. shame on Indian democarcy

Facing stiff opposition from the opposition parties and civil society groups over the alleged gangrape of a dalit girl, Odisha agriculture minister Pradip Maharathi on Thursday resigned from state cabinet.

''In no way I am connected with the incident. But the opposition is
unnecessarily trying to take mileage from the issue and tarnish the BJD governments image. However, I submitted my resignation on moral grounds to make way for free and fair investigation into the incident,'' Maharathi said after submitting his resignation to chief minister Naveen Patnaik. Patnaik sent it to governor MC Bhandare.
The girl 19-year-old girl was found in a serious condition on November 28 last year in a village under Pipili police station in Puri district, about 40 km east of Bhubaneswar. She has since slipped into a coma and is now struggling for her live in the SCB Medical College Hospital in Cuttack.
The girl's family had lodged a complaint after her alleged rape but the Pipili police station did not take any action. It was after the intervention of the State Womens Commission on January 7 that her plight attracted limelight.
The local police registered the case on January 9 following the interven tion of Orissa high court, State Womens Commission and State Human Rights Commission. The state government handed over the investigation of the case to police crime branch and later instituted a judicial probe into the incident.
The incident kicked off a political storm with her family, social activists and opposition parties alleging that Maharathi, who represented Pipili assembly constituency, protected the culprits and their accomplices.
Though Maharathi denied the allegations, the stir against him and even the chief minister intensified across the state demanding their resignation over the issue and a CBI probe into the incident.
Sources said Patnaik advised Mararathi to put in papers following hectic close door meetings to evert the crisis on his government.

BHUBNESWAR: Pradeep Maharathy stepped down as agriculture minister on Thursday following public outcry against the Odisha government over alleged rape and attempt to murder a girl in his constituency, Pipili in Puri district.
"I have resigned on moral grounds. I want the entire truth surrounding the alleged incident to come to the fore," Maharathy told TOI, soon after handing over his resignation letter to chief minister Naveen Patnaik at the latter's residence, Naveen Niwas. The chief minister said he has forward's resignation to Governor M C Bhandare for acceptance. Naveen further brushed aside Opposition demands for a CBI inquiry, saying his government had already ordered a judicial inquiry into the matter and there was no need to go for a CBI probe. Naveen said he would look after the agriculture portfolio himself.

Dalit girl gangrape: Odisha minister compares self to Lal Bahadur Shastri: shame .. shame..

When Odisha agriculture minister Pradeep Maharathy, invoked the name of former Prime Minister Lal Bahadur Shastri as the "inspiration" behind his resignation on moral grounds yesterday, there were loud guffaws in the state's political circles.
Maharathy, who was accused of harbouring some of the rape accused in the alleged gangrape of a 18-year-old dalit girl, finally put down his papers amid increasing demand of Opposition parties and women's organisations for his scalp.
The 18-year-old dalit girl of Arjunagoda village in Pipili block of Puri district was allegedly gangraped by some local youth on November 28, 2011 when she had gone out for morning ablutions. After the gangrape, the assailants allegedly tried to strangulate her, which left the girl's cerebral cortex damaged leaving her in a state of coma.
"I resigned to save my party and the image of my chief minister like Lal Bahadur Shastri resigned after rail mishap. I am not a coward, I am a stalwart. I am ready to face any inquiry,” Maharathy said after his resignation.
Politicians and political observers said Maharathy comparing himself to Shastri could not be more ludicrous considering that Maharathy has the maximum number of criminal cases pending against him among all the 147 MLAs.
"It is the most laughable comparison I have heard in long time. How can Maharathy compare himself to Shastri? Maharathy has the maximum number of criminal cases pending against him among all the sitting MLAs. Shastri resigned on moral grounds immediately after the railway mishap in Mahboobnagar while Maharathy had to be forced out by CM. If at all anyone has to resign, it is the CM who should resign," said state BJP vice-president Ashok Sahu.

Police arrest main accused of Pipli gangrape case

In a major breakthrough the Odisha police on Sunday arrests Prashant Pradhan main accused of Pipli gangrape case from Jatani area of Khurda district.

Notably, the arrest came after CID on Saturday released a photograph of Pasei alias Prashant Pradhan. On November-28, a 19-year-old girl was allegedly gang raped and strangulated at Pipili in Puri district, Odisha.

She has since remained in a coma. Only after a state human rights commission and High Court directive did the police finally register a case.
Odisha has been rocked by two other gang rapes this week.
